Isn’t small leaf tea the sweepings?
 

Answer

No. If you take a good piece of steak and mince it, it will still have the same flavour whatever the size of the meat.
A large pepper corn contains the same flavour components as finely ground pepper. The only difference is that the finely ground pepper releases its flavour much faster and more completely. This is what happens with tea. The tea leaves are produced in a machine and sifted – the smaller particles fall through the finest sieve and the larger particles fall out of the machine later.
